"East-Kazakhstan branch" of JSC "Dosjan temir joly” is concerned about the
current situation with ensuring the safe and uninterrupted movement of trains on the section of the Shar-Novoustkamenogorsk railway line due to the increased cases of stray cattle entering the railway track.
For 5 months and 23 days in 2022, on the Shar-Novoustkamenogorsk section, train drivers applied 8 cases of emergency braking, including 3 cases of running over livestock and 7 service braking due to livestock entering the railway. Whereas 5 cases of emergency braking, where 3 cases of collision with livestock and 6 cases of service braking for the same period in 2021. Despite the ongoing work on the part of the employees of the East Kazakhstan Branch of JSC "Dosjan temir joly” and its contractor, together with the employees of the Akimats of the Zharma and Ulan districts, employees of the LOP, the statistics of livestock entering the railway does not decrease in any way.
Thereby, in order to ensure the safety of train traffic and the safety of livestock during grazing, as well as when driving it through the railroad tracks of the Shar-Novoustkamenogorsk section, all persons engaged in grazing cattle or driving cattle are obliged to unquestioningly comply with these RULES FOR RUNNING CATTLE THROUGH THE RAILWAY PATH.
The appearance of livestock on the railway is the result of an unscrupulous attitude to the generally accepted norms and established rules for cattle grazing by farmers and private owners. The carelessness of livestock owners who leave them unattended near the railroad tracks is costly: animals death; serious damage is caused to the locomotives; deformation of the elements of the superstructure of the track occurs. All this leads to stop and delay of trains, untimely delivery of goods and passengers, costly repairs of locomotives, in addition, running over livestock can lead to rolling stock derailment, loss of cargo and death of passengers.
According to paragraph 1 of Article 559 of the Code of the Republic of Kazakhstan on Administrative Offenses, violation of the rules for the passage of horse-drawn carts (sleighs) and the driving of pack, riding animals and livestock through railway tracks, grazing livestock in the right of way of railways - entails a warning or a fine in the amount of 5 monthly calculation indices However, such measures do not bring the necessary results in the fight against negligent livestock owners.
The society strongly urges animal owners and heads of peasant farms in the Ulan district to strictly observe the rules for grazing livestock and exclude its access to railway tracks.
