"Dosjan temir joly" JSC (hereinafter referred to as the “Company”) was established in March 2005 to implement the project for the construction and operation of Shar - Ust-Kamenogorsk railway line (hereinafter referred to as the “Facility”) in accordance with the action plan for the implementation of the project, approved by the Decree of the Government of the Republic of Kazakhstan dated January 18, 2005 No. 21 pursuant to Decree of the President of the Republic of Kazakhstan dated December 4, 2001 No. 735 “On Further Measures for the Implementation of the Development Strategy of Kazakhstan until 2030” and in order to form and develop a rational transport network of the State.
In order to implement the project for the construction and operation of the Facility, a Concession Agreement was signed on July 6, 2005 between the Government represented by the Ministry of Transport and Communications of the Republic of Kazakhstan and the Company for the construction and operation of Shar - Ust-Kamenogorsk railway line.
The construction of Shar-Ust-Kamenogorsk railway line, carried out on a concession basis, is the first project in the Republic of Kazakhstan and the CIS countries as a whole, implemented on the basis of public-private partnerships.
Prior to the construction of the railway line, communication between East Kazakhstan and other regions of the republic was carried out through the “Lokot” station with passage through the territory of the Russian Federation. For consignors, this was accompanied by additional transportation costs and loss of time due to the need to pass through customs and border procedures.
The railway constructed by the Company ensured the redistribution of existing cargo flows and took over the transportation of goods carried out along Zashchita (Ust-Kamenogorsk) - Lokot (Russia) - Semipalatinsk (north-west and south direction) route.

Technical specifications
The railway line "Station Shar - Ust-Kamenogorsk" is a single-track line. The operational length of the section is 151 km, the total length of the main tracks is 147.98 km, and the length of the station tracks is 14.7 km. The railway has six separate points: three crossing loops - Saryzhal, Bursak, Ulan (Molodezhnoye) and three stations - Airtau (Zavidnoye), Shalabay and Yekasha.
During the construction of the railway, modern achievements of science and technology in the sphere of railway transport were used. In particular, a new system of automatic blocking of tracks (ABTC-M) on a microprocessor basis was used, which allows the significant optimization of the train schedule and improvement of train traffic safety. ABTC-M has reliability and a long service life due to the use of a hierarchical structure, modern elemental base and production technology, industrial manufacturing of cable inter-unit installation and self-diagnosis of software and hardware, as well as high noise immunity of the device.
In addition, the MPC “Dialog” system has been introduced, which ensures compatibility with DC devices and represents a complex of microprocessor devices that perform the installation, closure and opening of routes at the station to ensure the safety of train traffic.
In addition, along the entire route, a fiber-optic communication line (FOCL) was laid parallel to the railway bed, which is the basis for informational support and automation of production processes. For sustainable power supply to railway facilities there are two high-voltage power lines, which ensures a stable supply of energy, without interruption in the operation of railway equipment.
Competitive advantages
The construction of Shar-Ust-Kamenogorsk railway line contributed to the development of the national railway network in the eastern part of the Republic and ensured:
• the creation of a new railway route, excluding double crossing of the state border with the Russian Federation with the passage of customs and border procedures, which allowed to reduce the time of delivery of goods by 12-14 hours;
• the shortest access to international transportation corridors;
• the reduction of the range of cargo transportation by 328 km in the south direction and by 92 km in the north-west direction;
