The railway is a high-risk area. Each case of train collisions with cattle could lead to train crashes, emergencies with mass deaths of people (train passengers, locomotive and train crews, local population), fires, environmental pollution, loss of railway rolling stock and transported goods. Despite the ongoing preventive work aimed at the inadmissibility of finding and grazing cattle in the right-of-way of the railway, cases of rolling stock hitting cattle continue, resulting in train delays and material damage to the railway.
Currently, 28 cases of emergency braking have been allowed on the Shar-Novoustkamenogorsk section, including 7 cases with a hit-and-run, due to cattle entering the iron track.
Due to the irresponsibility of the owners, it is allowed for cattle to enter the railway track, both single heads and in a herd. This creates a direct threat to the safety of train traffic and the lives of passengers, can lead to the derailment of train cars, causing harm to health and death of people on the train, as well as the environment due to the transportation of dangerous goods by rail.
Every case of hitting cattle entails serious consequences. According to Article 559 of the Code of the Republic of Kazakhstan on Administrative Offenses, violation of the rules of cattle grazing entails a warning or a fine in the amount of five monthly calculation indices.
