Independent activity of railway passenger transportation in Kazakhstan was formed on July 14, 1998 through the creation of the subsidiary state enterprise "Passenger Transportation" in the structure of the Republican state enterprise "Kazakhstan Temir Zholy".
In 2002, "Passenger Transportation" joint-stock company was established on the basis of a state-owned enterprise.
In 2004, the restructuring of support and service activities was carried out, which was aimed at separating it from the main and targeted subsidies for passenger transportation from the republican and local budgets. As part of the implementation of the Restructuring Program, the work to create 6 joint-stock companies as a part of JSC "Passenger Transportation" was performed: "Almaty Railway Car Repair Plant", "Vokzal - Service", "Suburban Transportation", "Baggage Transportation", "Passenger Leasing Carriage Company", "Wagonservice", "ZholSerik-Almaty" LLP (in 2005 it was renamed to "Zholaushylartrans" company).
On December 25, 2004, by the Decree of the Government of the Republic of Kazakhstan, "Passenger Transportation" JSC received the status of a National Carrier.
